The Home Energy Assistance Program (HEAP) may help you pay for electricity, propane, natural gas, wood, oil, kerosene, coal, or any other heating fuel.
HEAP is a federally funded program that issues heating benefits to supplement a household's annual energy cost. HEAP also offers an emergency benefit for households in a heat or heat related energy emergency. Additionally, HEAP may offer furnace repair and/or replacement benefits for households with inoperable heating equipment.

Corning Natural Gas offers an Energy Affordability Program, which is a Low-Income Program for qualified customers. There are two components to this program. The first is a monthly discount on the customer's bill. The second is waiving one reconnect fee a year if the customer was terminated for non-payment and subsequently reconnected.
Customers do not need to apply for this program. Customers are automatically enrolled based on HEAP benefits received and remain in the program for 18 months after the last HEAP benefit was received. The three-tier approach to providing these credits is based on the Commission's recognition of varying levels of need that correlate with the HEAP benefits. Based on the foregoing, the discounts for each tier will be as indicated in the following table.

Per Commission Order in Case # 14-M-0565, customers may be eligible for Tiers 1, 2, or 3 of the Company's Low-Income Program if they received a HEAP grant in the preceding 18 months.
